Who Will Pay for It?

DI Doris Schnepf and Mag. Roland Honeder

The topic is the eco-social urban renewal bond – an innovative financial and organizational instrument for promoting urban biodiversity and climate-resilient city districts, using the examples of the Klimaboulevard Melk and Isenburger Straße in Berlin-Charlottenburg.

This lecture focuses on introducing and demonstrating performance-based financing for entire city districts – across property boundaries. Within the framework of an overarching special-purpose vehicle or organizational unit, new piggyback and business models can emerge in the first place. The speakers see such models (as opposed to purely construction-related objectives) as a central solution approach to finally being able to implement broadly available planning expertise for climate-resilient districts across sectors.

DI Doris Schnepf is a landscape architect and co-founder as well as managing director of Green4Cities GmbH, based in Vienna and Graz. In the course of her work, she has contributed to or initiated the development and market launch of numerous innovations in the field of climate change adaptation and climate protection.

Mag. Roland Honeder is an independent tax advisor, certified public accountant, and management consultant with a focus on real estate and alternative energy. As a long-standing member of the Klosterneuburg city government — including as a former Deputy Mayor and active city councilor — he bears primary responsibility for establishing alternative energy sources, managing real estate, and promoting biodiversity.
